A light brown/dark blonde would look great with your skin tone and eye color. A level 7n would probably be perfect and should match your eyebrows so you would look pretty natural:)
i think lighter colors would wash you out i would do like a natural brown or you could do ombre hair that would look really good on ya like brown with blonde hightlights at the ends
If you really want to bring out your eyes, Id say to die your hair a deep red, almost like a copper tone.. nothing to extreme but still a beautiful noticeable natural colour!
