Idk if you have them where you live, but there are Korean beauty stores where I live. They have make up, wigs, weaves, hair supplies and nail supplies for super cheap.

Ebay. I've purchased all my dotting tools, brushes, rhinestones, striping tape, etc. on ebay and have never paid more than $2 per item.

EBay is good but be careful. Try ShanyCosmetics.com, also check out art supply stores like Michael's, Hobby Lobby, Craft Warehouse and other similar stores.

Go to a big dollar store, they have good stuff in there for a dollar. I went to dollar tree they some of the stuff that 8, 10, 15 dollars for 5

I made my dotting tool with a straight pin (plastic ball on top):
> I cut the pointy end of the pin off about half way up the metal
> Stick it in the end of a pencil (I chose a pencil that I was never going to use again because it was too short to sharpen and the eraser sucked)

I made my fine tip brush with an old (never used) lip gloss brush:
> Cut towards the center of the brush leaving the amount of bristles desired still attached (obviously).
> Before you use your brush in polish, swipe it through Vaseline and wipe it thoroughly, this will not affect your polish, but will make for easy cleanup.
The last is a simple toothpick. :)
* When using all these tools, I would first put the polish onto a piece of paper or plastic, then dip your tool into it, never trying to dip your tool straight into the polish bottle...hope I didn't have to say that...
