My boyfriend had really chapped lips, like really bad, they started scarring, I told him to use something called Lanolin, it's actually kind of like petroleum jelly but it's for beast feeding moms. Its safe for your lips and even though it's considered Nipple Cream, my boyfriend gladly uses it. You can find it at Wal-Mart its about 9.00 but it will probably last you a few months, it's a travel size kind of lotion tube.
(its safe for a baby, so you should be good. It's for "chapped" nipples from breast feeding)
My lips are always chapped to the point of bleeding. I've been using Reve de Miel from Nuxe for about 2 weeks now, and I am amazed. It is the only product I've found that doesn't make my lips worse, it actually heals them. Now they feel really hydrated.
the key is to keep them MOIST i used Bath&BodyWorks lip gloss..when your lips peal rub the dead skin off and reapply the lip gloss..the BBW lip gloss also re-hydrates and stops the bleeding ^_^ GOOD LUCK!!!!

I put on a looooot of vaseline at night, then in the morning I put on a really moisturizing lipstick so I won't be tempted to pick at them. Works every time :)

To really keep my lips soft I use Rosebud Salve (you can find at Bath & Body Works or different 'flavoured' ones at Sephora) and a lip scrub. You can make one at home or buy one from stores like Lush. After rubbing my lips together for a few minutes, I remove everything off and re-moisturize with the Rose Salve :) I find that EOS is too waxy for me and doesn't moisturize so if your lips are VERY chapped/dry like mine, I wouldn't recommend it. Also, moisturize your lips constantly throughout the day (morning, afternoon and even before bed!)
Burt's Bees has never failed me! I'm trying out the Eo's lip balm and it's working really well but I like the tingle of Burt's Bees. Either way, those lips will be moisturized!
