It's not gel, it's a liquid pen...but stilas waterproof liner is amazing! It is pricey but I bought it a while ago and it's still going strong and hasn't let me down!

Cailyn Cosmetics! It is the smoothest liner that I have ever used. It's pricy at $21 - if your looking for budget friendly, I love the Physicians Formula trio (black, gold, purple). The black has a hint of gold to it... Super awesome!

I recently bought the MICAbella gel liner and it is so black also it literally doesn't come off with water you have to take it off with eye makeup remover. It doesn't budge and dries fast.

I like YSL, Bobbi Brown, and Tarte...Black Cherry by YSL is my favorite....they all stay great. NARS new Larger than Life liners have a gel like texture even though they are in pencil form they are my favorite for the water line

I find that my Essence black gel liner works great. It's under $5 at Ulta. You can't beat that price for a good waterproof working gel liner.
