I definitely suggest a primer, especially if you are having trouble with your eye shadow staying on. Like Jasmine said, it makes a world of difference! If you are on a budget the ELF $1 eye shadow primer is amazing, in my opinion it is just as good as the Urban Decay Primer Potion.
Some primers just don't work well with people. Or sometimes you may be using too little or too much (although I've used a lot of primer and never had issues )
