I wear liquid liner all the time and the two that have worked wonders for me are the Stila Stay All Day Waterproof liquid liner & the Wet'n'Wild h2o Proof liquid liner. They give me an intense black color and will not smudge, flake off or fade.
Since those are waterprood liners I highly suggest that you get a waterproof makeup remover or else it will be quite difficult to remove.
I use L'Oreal linear intensifique, been using it for 10 years and got nothing but love for this liquid eyeliner. It's not waterproof but it last all day on me as long as I don't rub it off with my fingers or get soaked in the rain, water, etc. It's very easy to apply, glides on like a dream & the tip is extremely soft.
I love gel eyeliners and i would highly recommend them if youre having problems with liquid eyeliner. Ive had Loeral HiP liquid eyeliner for almost a year i think, its lasted me a long time it has nice coverage and its just right.
If you really want to stick to liquid eyeliner i would check out for a cheap alternative NYC, for a more pricier option take a look at MAC or NYX
Rimmal makes my favorite liner EVER! Like you i am super pick...this product lasts all day, very thin brush for easy application and is super cheap at CVS or Rite Aid! PS not waterproof

I think cream or gel liners are better. But if it still concerned about liquid check out MAC, Lancôme or Guerlain. I think Mac and Guerlain are best

Cailyn gel liner is amazing! I like Covergirl liquid liner but it dries out fast. Good thing it's only $6!
