Urban Decay 24/7 it works well and does not smear. Wet'n'Wild IdolEyes is good :) i use it works all day.

I love MAC's kohl liner...it's super pigmented and stays in place and on pretty long too. I also love Milani's Liquifi liners too. They are super creamy and perfect for smudging on the lower lash line.

For me, these suck in the waterline. (Although it seems Perversion has a different formula, perhaps?)
Anyhoo. My rec would be Prestige Total Intensity. I've also heard good things about Inglot's gel eyeliners in the waterline (they dry fast).

If you are looking for an extremely cheap but great quality liner, I suggest Elf's Waterproof eyeliner pen ($1). I use it everyday. The quality is great. Its a liquid liner. Those usually work best on the water line.

i love that robyn said l'oreal hip pencils! i used this all throughout high school & after for awhile. granted, i did use a lighter to slightly melt it (proceed with caution, duh), & i remember it being great! i've since collected too many black liners so i'm trying to use those up, although i did cave & finally bought another l'oreal one last week.
UD zero; doesn't work for me
stila stingray; doesn't work for me
milani liquif'eye; doesn't work for me
l'oreal extra-intense liquid pencil liner; doesn't work for me, but what i'm using at the current moment.
i just think it depends on how much your eyes water, if you rub at them a lot, etc. all of these end up under my eyes in a big mess by the end of the day or are already faded by the time i'm done with my mascara. i want to try UD's perversion, but i'm not holding my breath.

I love my trusty MAC Technakohl haha and I always set with black shadow. I've never tried gel liners on the waterline but heard good things.

I love this asian brand called CLIO its like the best it doesn't smudge doesn't move or smear or whatever once it dries on your waterline after lining it twice it stays put and its highly pigmented doesn't irritate the eyes and yup totally worth S$15.
