I have been happy with Covergirl's lipsticks, they have a pretty good selection of colors and if you go places like Walmart, Kmart, and Target you can find them there as low as 4$. I also really like Revlon's lip butters, lollipop is my current favorite! I would go and look around and just try products out. I use the Wet n wild and Rimmel eye pencils!
Milani Liquif'eye eyeliners are super creamy, perfect for the waterline or smudging. For lipsticks, I love L'Oreal, Revlon and Maybelline lipsticks. Revlon lip butters are awesome, and Rimmel has awesome lipsticks and liners! Actually, Addiction lip liner by Rimmel is my favorite ever!

As far as eye pencils, you should try NYC and Wet 'N Wild pencils. Not all, but most of them are really creamy and pigmented and only cost a dollar. NYX also have really pigmented pencils for a couple bucks more.

NYX, for all of the above. Get them in stores or on beautyjoint.com (even cheaper there, lol) Eye pencils are soft, creamy, and have real staying power. Lipglosses and lip pencils come in too many colors, layer really nicely, and are very versatile.

Wet N Wild, Jordana and NYX are my favorite lipsticks for me. Elf is really good as well. For eye pencils my go-to are the Milani Metallic Eyeliner Pencils. They stay put ALL day.
Revlon lipsticks are pretty good, but CoverGirl's even better in my opinion! Not a huge fan of the e.l.f. $1 lipsticks though, but maybe they'll work for you :)

I bought a few Maybeline Color Sensational lipsticks and loved the colors, but couldn't get over the plastic, dollar store scent/taste.
Rimmel has some really lovely shades, as does L'Oreal, and of course the Revlon Lip Butters are always nice for a daily usage prodcut because of the sheerness.
