ELF, Wet n' Wild, and Essence would be your best bet...
ELF at Target, Wet n' Wild uhh everywhere, and Essence and Ulta.

ELF has a bunch of colors on their website, eyeslipsface.com and they range from $1-$3.
I would try your local drugstore, Wal-Mart, or Target for NYC and Wet N' Wild! :)

NYC is pretty cheap as well.

You can't find every color of the rainbow that cheap. Your best bet is, as ainslie said, the OCC lip tars, or Lime Crime Lipsticks. Both come in every color. But both are over ten dollars. If you really want all of those colors, you're going to have to be willing to spend. Um, there is a medium... I forget what it is... But you can mix it with (lip safe! It has to be lip safe!) eyeshadow, and wear it on your lips. And it works great. You get a lot more colors out of it too. :P I'll see if I can find what it's called again...

I love Amanda's suggestion, but if you're also looking for lipstick in every shade, if you get primary and tertiary colors, you can mix to create the colors you're looking for.

Unfortunately it's pretty tough to find the colors you're looking for inexpensively for most of the year. If you're willing to wait until Halloween though, you'll find many more options. Also consider ordering online; Ben Nye has a wide variety of colors including blues and greens, though they run closer to $9-10.

Okay, it's Face Atelier transforming gel! You mix it and any color(s) of eyeshadow or liner or just about anything really, and you can use it on your lips. Like I said, it must be lip safe. It will typically say on the box or on the back with the list of ingredients. If not, you should look it up online to be safe. It's $26 for a 0.5 fluid ounce bottle, but trust me, a tiny tiny bit lasts you a way way long way. In fact, the more you mix with an eyeshadow, the more deluted the color is going to be. So you really only want to use a tiny bit, and mix in some shadows. It works best with loose pigments. but you can do whatever you please. It will last you a very long time. You know, whatever tickles your fancy. But with this, you've got to be good with mixing colors. You don't want to end up with mud all the time. It's not too complicated, as long as you only use a few colors that look good together and you know what colors are going to make what. You know? Hope I helped. ^.^

You could use Barry M they're fairly cheap, i'm not sure if they ship to the US though...

I'm surprised you're having trouble finding any. idk about $1 but you can certainly get drugstore brands around $3... Try your local RiteAid or Walgreens and look for NYX and Revlon too. I believe ELF has some too. Good luck! I really wanna stock up on lipstick for spring!

I put coloured eyeliner or eyeshadow on my lips, obviously its not as easy to touch up, but it's not so bad - just don't eat it!

Your best bet is to take NYX jumbo pencil in milk, mix it with a colored eyeshadow, and top it with a clear gloss.

Wet N Wild's lipsticks are actually really good. OCC's Lip Tar may seem pricey but you only need the tiniest amount to cover both your lips. And OCC has colors like yellow and blue.

I would supplement the easier colors to attain w/ drugstore versions like for red, orange [we're SO lucky it's in this season for drugstores to carry them], pinks, etc...

For the harder colors to attain, you'll have to go middle-high end. MAC/OCC/Limecrime will have the rest to supplement your color needs like blue/purple/green/yellow. You can always buy the MUFE flash pallet or AQUA creams too if you don't mind spendy.  =D

I´m a sucker for crazy lipstick colors, I keep on buying and searching for shades and finishes and so far, OCC makeup work wonders with their range of liptars , the great thing is that you can custom mix or just buy some already made colors.

Another great brand (indie and vegan) is Sweetpea & Fay, they have a large range of lip products which are pretty much liquid lipsticks and come in a variety of colors...
you can also try K´oir makeup as well.

Theres also lime crime, morgana cryptoria and illamasqua ...

I suggest getting the mineral powders that are multi-use and then mix them with Vaseline or clear lipgloss to create colors. Bella Terra Cosmetics are my favorite and of course you can buy black, white, red, yellow and blue and make your own shades. But if you are looking for specifically lipstick, as I know lip gloss is not the same, the slum beauty shops usually sell the coolest stuff and the one by my house has racks of $1 & $2 lipstick. Obviously it's not the best quality lipstick, but they have every color under the rainbow.  ♥♥♥

only thing I can think of is occ lip tars. But heres an idea. If you buy the clear one and you already have pigments in the colours you want, you ca mix the pigment with the clear lip tar and wahlah whatever colour you want.

@Jane, they are amazing! I love them so so, SO much! They smell really good, the packaging is adorable, they're actually kind of moisturizing... I love the red one, retrofuturistic. That red, and their nude called coquette, I make sure I have all the time. They're just the most fantastic colors ever. I've also used all the other colors. They're fantastic as well. Though the crazy colors, like the yellow and blue and green, are more creamy, and kind of melt a little if you're not careful. I think that's just due to the fact that these are all vegan so they don't have all of the ingredients normal ones do. :P
