Most of the ones I have run across don't work very well as far as drug store except Physicians Formula. I bought the blue mascara and it was fantastic.
Hard Candy! I have there blue one. Its an okie brush, not the best, but not the worst either. The colour is amazing! Just the right shade, for all skin colours. Bonus, affordable price :D
It's hard to find a colored mascara with a decent formula. A lot of them tend to be mediocre - As Lacey said, I heard Physicians Formula has a decent ones but they might not be as pigmented as a more expensive brand might be.
The only one I ever tried was from Max Factor and it was a deep burgundy. It was totally gorgeous! Unfortunately, I can't find Max Factor products anywhere anymore.
I may try the hard candy one. =) I don't want something so intensely blue or purple so that its all you notice, but definitely something with decent pigment so that its visable.
i've bought hard candy's purple and hated it. victoria secret had a pretty good blue and purple a while back. kohl's sells FLIRT! FAR OUT™ Lengthening Mascara in brown, black, blue, and purple. i have the brown, love it! going to buy the blue and purple next trip!
Makeup Forever has really good ones, and I work at Sephora as a PC and what I do to help brighten the mascara is to put black on first, and then take the blue, purple, green, and apply it to the tips of the lashes. :] Also Kat Von D has really pretty mascaras. :)
Almay has ones for specific eye colors. But you can try them all. I love the Almay one for green eyes. Also Sephora brand has a purple and blue mascara. And I always use Sephora's eyelash primer before I use colored mascara to make it pop more (:

Check out LASplash, at least it's easy to find where I'm from. They have a whole slew of colored mascaras for about $7-6.
