Like Em said, toner is used after you wash your face to clear any excess oils or debris that were missed. The primer is applied before foundation. It can have different uses depending on what you need and choose.
Some people have very oily skin so a mattifying or oil absorbing primer can help them a lot. Some people have dry skin so a moisturizing primer can help, and some people need coloured primer than can even out bad skin tones from conditioned such as roscea.
It really just depends on what sort of skin you have, but it can really help in some cases if you pick a good one with a great formula! They don't have to be expensive (unless the thing you need is very particular, than you may have to go to a specialty brand) and can be quite helpful in helping makeup stick through hot summer days!

Neutrogena makes some great toners that work well and don't dry out, or cause irritation! And they are a great price!

But in the end, if you don't need em don't use em. I personally use a primer to keep my makeup in place. When my skin used to be super oily, it was great to keep it from sliding off. When my face transitioned into really dry, it helped make it easier to spread the foundation across my skin. Also, regarding toner and how it removed stuff your cleanser missed, if you remove your makeup with a baby wipe before you wash your face you should be fine. At the end of the day I'll wipe away my makeup with a baby wipe, wash with soap in the shower and then give it a good cleanse with Spectro Jel (then put moisturizer on afterwards haha). This routine makes it so I don't need to use toner. Everything has already been removed. It's just an extra step I don't need.
