use an eye shadow base or eye primer. you can even use cream-based concealer. it helps to make eyeshadows stay in place, not sweat or fade off, and show more pigment.
It really depends on how oily or dry your lids are. If they're oily, use Urban Decay Primer Potion. If they're more on the dry side, use Too Faced Shadow Insurance.
If you are looking for a more inexpensive eye shadow primer I suggest the one by ELF. It is only $1 and works really well! Also a great way to get makeup to stay a long time is by using a setting spray after you are all done with your makeup. I use Model in a Bottel. You can order it off Amazon! Sometimes I use primers, like Urban Decay or MAC Prep & Prime, but normally I just use concealer and powder. I normally use Almay Bright Eyes concealer or Michael Todd Creme shadow in Nude, and then use a translucent powder to keep everything in place. It helps for blending brighter colors too.

primer or any base will help you out so much. you can use any liquid or sticky type of eyeshadow as a base, such as nyx jumbo eye pencil or any cream eyeshadow. also for primers, there are many good ones out there. including mac's paint pot, urban decays primer potion, and too faced shadow insurance. the best way to keep your eyeshadow on it a combination of both a primer and a base.

I use MAC paint pots and have used UD as well. Prefer the paint pot more. I also like the NYX Jumbo Pencils, but you should really have a primer underneath them as they tend to let the eyeshadow crease just a bit :)
Oh! One more thing. You can also dab an eye brush. In the eyeshadow, and spray a light pump of MAC's Fix Plus. It's a little more time consuming, but I did that for a couple years. You can also use that method when you want to bring the color out a bit more from your eyeshadow.

I'm not sure of any one else has said this but you should definitely try makeup setting spray. It helps your makeup stay in place. 2 good brands are Urban Decays All Nighter Long Lasting Setting spray & Skindinavia. They both work great ! Hope this helps.
