depends on your mom. my mom is weird, like certain things she it overly strict and then other things she doesn't care about. i never asked to wear make up i just started gradually wearing it. but i was 13 when i began wearing make up. only eyeliner and a little powder. but you are young and beautiful. so if anything maybe you could wear a tinted moisturizer to give you a glowing look. don't take away from your natural beauty.
You dont really need makeup to be honest since your so gorgeous!
You never know what your mum will say unless you speak to her about it.
Maybe ask to borrow some of hers or ask her to buy some for you.
Start with a little like foundation, powder and mascara, and then later on down the road a little bit of naturaly colored eyeshadow... Just dont go over board... I did that after wearing make up for a year or two and then almost lost ALL make up privileges... Eeepp! 0.0
