Many people find that setting the pencil with a matching eye shadow helps to set the liner and reduce smudging.
I always have trouble with liner smudging, but lately I've been using a bit of face powder at the outer corner to not only clean up the edge but to act as a barrier against smudging/migration under the lower lashes. It's not 100%, but the best tip thus far.
I suggest using a matte black eyeshadow. it works wonders for me. just take a flat eyeliner brush or angled one and dip it into the shadow(i suggest blackout from UD or carbon from MAC) apply it on top of the pencil liner you should be all set. another tip is taking a q-tip before lining your eyes, to wipe away any excess oils that might be there on the waterline. hoped this helped!
Try the MAC Pearlglide or Powerpoint Pencil Eyeliners. I have one of the Pearlglide ones and it works SUPER good one me. It's sparkly and smudge free. It's about $15 but you can always return makeup at MAC if you are not satisfied. Let me know if you end up trying it ;) I you want something similar that is cheaper then try the styli style pencils...waterproof. The color isn't as intense but still pretty good for the price.

I like Chanel's stylo yeux waterproof ( can be used inside waterline too) & YSL's waterproof eye pencil - the black is a great shiny rich black ..but does smudge with time.. the ONLY one i have ever found not too 'run' at all .. is Christian Dior's long wear waterproof eyeliner pencil with blending tip & sharpener. It never ever smudges! not the blackest black .. but great that it doesn't run!
One trick I use: Find a lighter or match, light it up and just Quickly sweep the eye liner pencil trough the flame. Just do it once,wait a second and apply. be careful not to apply liner immediately so you don't burn yourself!! Try to just sweep it for a second in the flame otherwise it will melt. Eye- liner stays on for much longer this way. My Persian friend taught me this trick , hope it helps ! Only use on pencil eye liners !!

I do also use cream/gel and liquid as well as just lining my eyes with eyeshadow but what I need help with is the pencil liner. Does anyone know a way to keep it from running on me? I live in a humid/hot climate (Texas) and I need to know how to make my makeup last a LONG time.
I suggest setting your pencil eyeliner with a e/s that's a similar colour. Also spray a finishing spray (I love the skindinavia bridal finishing spray) to set all your makeup. It really does the trick for me :) Hope this helps! :)
Try Urban Decay's 24/7 Glide On pencils. They are waterproof and I find that they last all day without smudging. Seriously can't recommend them enough, I never wear any other kind since I found them!
Okay, waterproof liners don't work and still melt in the heat that I live in while a finishing spray doesn't keep my eyeliner from blurring around the bottom of my eyes since I normally like to deal with my waterline for the bottom liner and I'll try the fire to the pencil liner trick when I can.
Thanks, Grace. But when it comes down to it since I do photo shoots that are in need of dark eyeliner because of what the costumes I wear are styled, it's never easy to deal with that problem... I can understand for the normal makeup application and all, but eyeliner just doesn't seem to listen to me the most when I'm dealing with the photo shoots.

Press and wiggle some powder, black will work best, into your eyeliner . This definetly makes a difference and will stay for a long time!
