I use an anti-puff eye roller from Garnier before I put on any makeup, and it seems to help. It has caffeine in it which can help improve skin's elasticity. It's also about what vitamins you're getting and what you're eating daily as well as good skincare! Start with the absolute basics and you'll be circle-free in no time. I've struggled with them too, but they've gotten so much better!
Depending on the colour of the circles, it sounds like it needs to be colour corrected. If the darkness is a slightly blueish colour, then you need a pink tinted concealor, if it's a brown colour you need to use an orange tinted concealor.
If it still shows through, then you may also need to add a little highlighter like Yves Saint Laurent's Touch Eclat (I'm sure there's dupes out there) on top.
