Anything black light sensitive is a fav of mine... although the scene has changed DRAMATICALLY since I last went to one. Glitter, dramatic smokey eyes, some face painting, and a bright wig with beads for a candy-raver look is fun - and I used to just wear a solid halter top and cargos w/ sneakers... to dance.
...nowadays, it's fishnets, school-girl skirts and stripper heels. -__-
If you have long hair, two "Heidi" type buns are fun and keep your hair from getting in your way. You could also dress them up with ribbons and stuff to add color. If you're actually going to dance, you'll want your hair up and out of the way.
As for makeup, just go crazy! It's a great excuse to play with bright colors and wild effects. If you need inspiration, try looking up some color gurus like xsparkage or jazziebabycakes.
You should dress like Zenon from the movie. xD That's the first thing I thought of when you said 90s raver... but I don't know anything and she's technically "from the future", so I'm pretty sure I just wasted 30 seconds of your time. Eek!
