I've never owned anything from BH Cosmetics but I do have a few palettes that they sell that I got from other sites. ELF has a lot good products but a lot of their eyeshadows are hit & misses. Some have good pigmentation, some don't.
i have single eyeshadows from ELF & two palettes from BH considering you get 120 gorgeous PIGMENTED colors for $20-$30 ^_^ gotta go with BH but ELF has amazing products, brushes, blush, nail polish, blotting papers, even their set&spray is ok. all depends on what youre looking for (:

I don't OWN BH, but I'd go with it over ELF for the amount of colors that you get. That 88 Matte Palette has been sitting in my shopping cart for so long now! I just wanna get it already! Maybe I will...
ELF's brushes are great though. I also really love some of their blushes. It's a mix and match vote from me!
All the BH palettes are wholesale palettes made in China you can get for much cheaper on eBay (seriously, BH marks them up significantly), and often with free shipping. (Many of them are also the same palettes you can get on Coastal Scents, Crown Brush, and loads of other places.)
Personally, I've never used any of the wholesale palettes (no way I would use all the colours, plus I'm skeptical of the quality), nor have I used any of the bigger e.l.f. palettes. I'm not sure I'd recommend either. IMO, better to gradually invest in high-quality single eyeshadows you know you're going to use often and put them together in a palette than spend $10+ on upwards of 180 shadows of iffy quality and end up not using most of the colours.
