Makeupgeek has one that's very dramatic and fun!
NYX apparently makes a palette for blue eyes, which she used in that video. Hope this helps!
Also, if you wear blue, your eyes will pop. Light blues and light pinks look amazing on blonde haired blue eyed babes!
Coppery colors are beautiful on blue eyes. The orangy color is complimentary to blue so it makes it pop!
Anything that is opposite to blue on the colour wheel. Orange, yellow and red. If you want something less dramatic and toned down - go for coppery colours and browns with red undertones.
Also, if you choose an eyeshadow colour just a shade or two darker than your eye colour and put it on your lashline or waterline (close to the eye) it will make your eye colour seem lighter and brighter. If you want them to appear dark blue, do the same with a light blue eyeshadow.
Look closely at your eye. Most eyes aren't just one solid colour. For example, my blue eyes have a black 'ring' around them and flecks of purple around the pupil. If I wear a purple eyeshadow that matches the flecks in my eye, my eyes will stand out more (they look so sparkly too, it's so pwetty :3).
If your eyes are light blue, using black eyeliner will really make them pop. It looks gorgeous!
And finally, find products that make your eyes stand out. L'oreal have eyeliners and mascaras called 'luminzers' that make your eye colour stand out. I have the mascara for blue eyes.
Hope I helped! :)
