I would take spooley and brush your hairs upwards. It will take off any excess product and pull your brows up to make them look more natural. You can buy them for about a dollar at target or walmart.

I'd say powder would be better for more of a natural look but if you wanna work with liner, then create thin hair like strokes

Yes I agree with nazmiye... I use eye shadow to fill in my eye brows... You have perfect control over it and make your brows look very natural.
