I dunno about a liquid pencil but Urban Decay has their 24/7 pencil liners. They go on very smooth and are highly pigmented and last a long time!

I think you can use any eyeliner pencil but if you want it to come off looking matte, just use a matte black eyeshadow over top the pencil (if the pencil is a black eyeliner). That will make it matte and last even longer.

If you're looking for a pencil that looks like eyeliner, milani (which is a drugstore brand) has a pencil that is super creamy and looks just like liquid liner.
