It's all based on preference you can choose to cover up dark spots and under eye with concealer and the apply foundation or cover your face with foundation and cover the uncovered spots with concealer. :) either way is good. Just on what makes you feel comfortable:

I personally do foundation first followed by concealer so that way I can go over the little spots foundation may have not been able to cover up. :)

Depends! Some concealers have to be applied after your foundation (for example: the YSL one, because it brightens). Obviously it is your choice and it doesn't always matters. But I recommend to apply concealers (correctors...) for pimples ect. beneath the foundation, concealers that are ment to highlight and brighten your skin should be applied after you applied foundation.
