Soak your feet in warm water with a few drops of lemon juice or vinegar the mild acid in it will help to cleanse and remove the itchiness...after that dry your feet and moisturize with vaseline or coconut oil with a few drops of lavendar oil...Immediately put on thick socks so that the moisture can set into your skin...Try this for a few days if the prob is still there visit a derm cause it could be something more like eczema...hope this helps :)

Buy a cracked heel cream from the pharmacy which has 'urea' in the ingredients list, it should work pretty quickly.

Get a monthly pedicure. Then go get some callis remover and some nighttime repairs lotion. It makes a big difference.
