For all my colors, I bought a huge elf pallet online. It has all the colors I would ever need, they are pretty good quality (using a light base makes them brighter and more vibrant) and they are really cheap (cost not quality). I recommend checking it out

For the white base you could use a primer or even something like a white eyeshadow. Just something that you can apply to your eyelids that will lighten it and help the color pop. Also she has more of a glow, a little darker, helping those colors pop more.

For a white base get NYX jumbo pencil in Milk. Or use a primer. I use MAC Soft Ochre.
