Hi there! I use to have a good deal of problems eyeliner, the best advice I can give is practicing when you don't have to go out, so you can just have fun and play around with different ways that look good, it's all about finding what works for you.

Asians make eyelid tape /glue for that :) medical grade strips of tape that keep your eyelid folded back where you'd prefer it, or a gentle glue if you prefer a more natural feel :) a good brand of glue is Eye Talk!

For the eye that doesn't have a fold, do a slightly thicker line and for the eye that does, do a thin line. You won't be able to achieve a cat eye but you can just line your eyes. I use to have the same problem but over time, my second fold came in naturally.

I've tried many ways to do it. I'm going to try the eye glue but I know I'm going to fail at it. Lol some people tell me to do double eyelid surgery to fix my fold problem. should I??

I'd recommend talking to a doctor about it first, and definitely research it till your computer bleeds info lol cost, type, recommended doctors, etc.

I don't think you should do surgery love your eyes and your flaws you are perfect the way you are - I have Asian eyes as well and barely any eyelids I find that putting eyeliner only on the outer half of my lids/lash line helps to open up my eyes and make them appear bigger so maybe try that and see if it helps but just know that your flaws make you unique and no one can ever replicate what your eyes do naturally so embrace it because our flaws and unique traits make us beautiful :)

I personally love asian eyes, my advise is to try the glue or those invisible stickers and buy a pen liner which can give you more freedom to make a thinner line ^^

You can either get the tape or glue for your monolid, but you can also do it without. I don't know if you use liquid or a pen but its sometimes easier for monolids to use a felt tip pen, there are a lot of monolid tutorials that can help.
