Exfoliate them. I use lush bubblegum lip scrub and its amazing! After that follow with a really deep and moisturizing lip balm like smiths rosebud salve or Korres lip butters
Use eos Chapstick. It 95% natural and it helps smooth yours lips and make them soft. It really good for you lips. And it really cheap. I own eleven of them and they all work for me perfectly and my lips are really chapped.

Take some sugar , mix it with a little water, you'll know if its to watery , because the sugar won't stick to your finger and if this does happen just pour the water out after you scrub away all the dead skin wipe your lips of with a damp towel , and put some lip moisturizer on it like lip balm or something .. A great inexpensive homemade scrub is adding brown sugar and olive oil and scrubbing it gently into your lips to take it to a whole new level you can use an old toothbrush with the scrub . Right after use a Chapstick then apply Vasilin ( that helps keep all the new moister into your skin) this makes such a big difference I love love love this little trick !
