When I first saw this pic I immediately thought of the old Robert Palmer ADDICTED TO LOVE video. All the models had thar dark smokey eye and glossy red lip. But I would probably matte down the lip a little so it wouldn't look too dated, just classic.

I would do black chunky heels, winged eyeliner, long lashes, bold brows, and a pinky nude lip color. And idc if its a high collar, I say wear your hair down with lose volumized curls and be the bombshell you are ;D haha.
