I have been using the Clinique 3 step anti blemish solution and the toner burns and tingles where I have large pores, cheeks and around my nose but it almost immediately stops burning and tingling when I apply the moisturiser.
I've got very dry and sensitive skin, is it normal and ok to get that sensation from the toner?

Tingling and burning sensations are signs of irritation and your skins way of asking you to stop!

From the looks of the ingredients:
Water, Alcohol Denat., Glycerin, Salicylic Acid, Hamamelis Virginiana (Witch Hazel), Menthol, Trehalose, Sodium Hyaluronate, Butylene Glycol, Citric Acid, Sodium Hydroxide, Disodium EDTA, BHT, Phenoxyethanol, Benzophenone-4, Red 6, Red 33, Violet 2

Alcohol Denat (solvent alcohol), and Menthol are the culprits for the irritation. One of my favorite toners is the Skin Recovery Enriched Calming Toner from Paula's Choice... lots of skin goodies and feels very hydrating.

It's not ok to feel those sensations. If you have dry sensitive skin you could try The Body Shoe Vitamin E toner :) hydrating and removes the ramaining makeup at the same time.

Or try Ole Henriksen calming cucumber toner. It's awesome for sensitive skin

I've been using the body shop aloe Vera toner with success on my sensitive skin, that could be another option!
