Trying to work on my harley quinn cosplay but I'm having trouble finding red eyeshadow!! And I need a nice electric blue also but no such luck😥

NYX 'Rust' eyeshadow and Sugarpill 'Love+' are great red eyeshadows.

I second Sugarpill's Love+, it's a really vibrant red. You can also use Sugarpill's Asylum, which is a loose red pigment that you can make more vibrant by adding mixing medium or water to. Nyx also makes a red eyeshadow, but to me it falls more on the orangey side of the spectrum, versus a true, deep red like Sugarpill.
As far as electric blues go, it's metallic but you really can't go wrong with the Kat Von D Metal Crush eyeshadow in Paranoid. Actually, Raw Power from the same line is reddish as well if you'd like to keep your eyes done in the same finish. There's also a matte blue shadow from Clinique called Surf Pop which is super bright, if that interests you. What type of blue exactly are you looking for? depending upon the pictures of her, it changes between kind of an electric teal shade and a deeper blue.

NYX also has some really pigmented pressed powders (I think the collection is called primal colors?) anyways they have a great red (I live for red eyeshadow man). they also have a blue one, but it might be too dark for what you're looking for.
