Hi Debby its very hard to tell from a picture what under tone you have. I'm no pro at this so I might not be completely correct, but as I understand you look at your veins, of they are blue you have cool undertones, if they are green you have warm undertones.
If you have both blue and green you can have neutral undertones that can lean either cool or warm :)

Personally I find the vein method to be the hardest method to determine undertone so here's two other methods:

Jewelry: if silver jewelry flatters you more then you're cool toned and if gold jewelry flatters you more then you're warm toned. If both suit you then you're neutral.

Tanning and Burning: if you burn more than you tan then you're cool toned and if you tan more than you burn then you're warm toned. If you tan and burn about equally then you're neutral.

As far as veins go... Purple veins are also prevalent and it gives a neutral undertone although, keep in mind that even though your veins are one color, let's say green (which would mean yellow undertone) your neck and face may have more blood flow resulting in a more pink or peach complexion.
I've come across people who've had blue veins in their arms, they were pink toned yet their neck and face, the skin is thicker and it seemed to have more melanin/yellow pigment because they matched yellow toned makeup.

As far as jewelry, again, your skin on your arms may not be the same as your neck, chest and face.
Also, whether you look good in gold and/or silver is really subjective.
I've come across pink toned people that love how gold looks on their rosy skin and I've seen yellow toned people that love how silver looks on their skin.
They like how it contrasts with their undertone.

I've got a golden olive (yellow with some green) complexion and I don't particularly like the common yellow gold on my complexion but I do love the 20k or 22k gold which is slightly peachy yellow rather than straight up yellow.
The little bit of red in it brings out the olive in my skin which I like. The common 14k Yellow gold sort of makes my skin look ashy in comparison.

I'd suggest going in to a store that can help match your neck and chest and then go into natural light and see how it matches.
Or hold up jewelry to your face, like earring or a necklace to see which you feel flows better rather than contrasts with the skin around your chest, neck and face. More so your neck and chest.
