I use the NYX ones or Essie! I've never used Milani but I've heard good things about them.

These ones aren't really at drugstores but they're inexpensive, the BH cosmetics lip liners are AMAZING. Super creamy but once they dry they are quite waterproof. I believe they're like $4?

I like nyx ones a lot! I have a bunch. I only have one Rimmel one and it is really nice I would recommend it.

I like the Prestige and NYX lip liners. I also like Ben Nye's Lip Colour pencils. Technically not drug store, but they are pretty easy to find in any beauty supply store that sells Ben Nye products. I absolutely love these lip liners. These are just as good or better than any high end lip liner I have ever used. Some liners are too stiff and some liners are way too soft... so soft that it's hard to get a clean line with them, but these Ben Nye lip liners are the perfect balance. I attached a photo so you could see: on the left is Coco Spice and on the right is Burgundy.

I love Jordana lip liners! They're twist up pencils and have a good array of colors that are super opaque as well. And they're below $5 (I want to say they're $2 but I'm not sure)
