Have you tried waxing? Usually you see the dots but it's actually just your hairs that are underneath.

You can use leg makeup like from Sally Hansen to cover them.
If they're hyperpigmentation then just be sure to exfoliate and try and get a body wash with vitamin C or use creams with chemical exfoliants

I've researched this because I had the same problem! I have tried waxing my legs, and that did work, but the hair grew back 2 days later... So to me, the price I paid wasn't worth it. Also, I find when I get waxed regularly, I get severe ingrown hairs. I don't know if the girls I had we're just not doing it right or what but waxing just didn't work great for me. So I looked into other tips on how to get rid of them and I have found regular exfoliation worked for me! I exfoliate my legs every single time I shower. Sometimes I just use a loofa and soap, or sometimes an exfoliation scrub. Hopefully that will work for you too!

@Shelby, if your hairs grew back in two days then that means your hair broke off from being waxed rather than being pulled from the roots.
You'd need to make sure whoever waxed you pulled against the hair growth rather than pulling up. Also be sure your hairs aren't too long cause then it'd be more likely to break

I agree with Aurora, and I recommend to use an exfoliate glove before shaving of waxing.

I have the same problem and waxing only gives me major ingrown hairs so am just shaving.. But Aurora is right that dally Hanson worked wonders for me I use it now n then.. It's just a pain to put on gets everywhere so do it in the tub AND there will be transfer but it helps only temporary other than that exfoliate! My next step was sugar waxing just to try a different method but haven't done it yet

You should get the hair removal creams from veet. They remove every hair from your pores.

I used to have those and then started using the peach scrub from Saint Ives and they went away!!
