Valentine's Day Outfit? Afternoon tea?

So I'm out tomorrow for Valentines Day but I'm a bit stuck about what to wear. It's deathly cold here and we're going to a town out in the country for afternoon tea and a stroll round the town.

I usually go for jeans and a nice shirt or jumper in this weather but that feels too casual. Help please?
