Would you guys call this hyper pigmentation? I always get flakes on my face no matter what foundation I use...

No I wouldnt because hyperpigmentation relates to the pigment or color of the skin. Flaking relates to the dryness of your skin, so make sure to moisturize before foundation:)

Flaking is due to surface dehydration due to either harsh or oil stripping products. Or harsh winter weather or sunburns. I also have to mention that it can also be caused a reaction to medications or medical conditions. You do not have hyperpigmentation.
