I believe she has extensions on (note how the layers on the most bottom kinda look different texture/curling pattern wise- the colors are very well blended tho). Its hard to believe otherwise because I've never ever seen that much hair this lenght and thickness that was natural.

I do a Dutch braid in my hair and get similar results but on thin hair that may not work as well.
It is possible to have that length and thickness of natural hair, I do, but she definitely has extensions, you can see where her choppy short layers end and how the bottom is very uniformly cut with no layers. A sea salt spray would help get the texture and give hair a natural beachy look. But smaller pieces around an inch wide iron and scrunching them with your head upside down afterwards would make them look less curly and more naturally waved

Try maybe just one Dutch braid. And make sure it's loose and your hair is at least 90% dry. It'll make the waves looser
