my MAC powder has this circle in the middle I thought it was because of using it but its all hard.. is this normal

If it's pressed powder it's probably from the oils on your face being transferred to the compact via puff or powder brush.

All mine do that so I use loose powder, but it seems the cheaper brands do it more. My maybelline however hasn't ever done that

Have you been washing your brushes or using different puffs? That happens when you transfer oil from your face onto the product. It tends to change the formula a but & hardens the product.
If you're worried about any bacteria on your powder, try spraying some rubbing alcohol on it to kill any germs that might have formed & can cause break outs.

I don't think there's any way to get rid of it unless you scratch it off with some sort of makeup spatula.

She's right, I think you just have to waste product and scrape it off. I had to do I one time, broke my heart 😔💔

Wash your brushes regularly so the oil doesn't collect

Also wait for your liquid foundation to set before you apply it
