Well probably to get more color out of the lip product. My lip primer (Too Faced Lip Primer) doesn't do that but different products have different ways of working :)
The lip primer is probably like a concealer. It probably is supposed to be a light color on your lips so that the color you apply is more "true" or "vivid". Hope that makes sense. Honestly, I just use a good lip balm before I apply my lipstick/stain and I have no problems with my lipsticks fading.

i just bought a lip primer from Sallys n it's weird. it made my lipstick color lighter. why would it do that?

yeah, not too thrilled about the primer. @Amy, that's retarded! :( as long as u have a receipt why should it matter? sorry they make it so difficult.
