Hair grows in different cycles. The hair needs to be at least a 1/4 inch for the technician to be able to pull the hair.

Face usually every 2 weeks, don't tweeze in between. As for bikini, usually every 4 weeks however I wax every 3 and I have clients who wax every 6. Go see a professional and they will recommend the best schedule for your hair growth.

For me face about 2 weeks. for bikini, I get a Brazilian every 4 to 6 weeks, it's best to wait till your hair is long enough but if you wait too long it can be more difficult for the Esthetician. Plus, if you routinely go it'll get easier each time. Hair growth is different for each person though so check with your Esthetician. Oh & some places do maintenance Brazilians (I know you said Bikini but just to give you an idea, so many of my clients never go back to bikini after a Brazilian) where it costs less money if you come back within a certain time frame from your previous waxing appt.
