I got my hair done a little over a month ago and it was very over bleached and now it is completely fried. I'm honestly scared it's going to break off when using the curler. I can break it off just by running my hands through it and it won't even hold a curl anymore. it's basically just my top layers of hair (I have tape in extensions so the rest of my length is protected by them). Now I don't know what to do to repair these fried layers, since I just can't chop them all off. I use hair masks frequently but nothing is a good fix.

I think you can't repair it. Also you shouldn't be using any heat on it if it's already that damaged. All you can do is keep using nourishing products and cut it as soon as you can.

Yeah I know eventually it'll have to get cut off but I have to let it grow out more or I'll have like 1 inch top layers lol which is not acceptable. And I have to use hear tools because it would look like a mess if I get it be naturally, being that it's so friend. So I use a heat protector but obviously it's beyond repair now lol.

Hair is dead. After it comes out of your scalp it is dead. You can't repair or restore hair, you can cut off the ends and do hair masks once or maybe twice a week. I recommend coconut oil and honey.

If you keep using heat on it it's never going to get any better; if anything it's going to get worse. Either deal with it looking bad and continue doing masks etc. and stay away from heat, or cut it off because if you keep on using heat I'm telling you that you're going to end up having to cut it all off because it will get so bad. There's no magical option that will fix your hair, either stop using heat and start focusing on minimizing the damage instead of looking good, or just cut it all off. I'm sorry if that sounds blunt or mean, because I'm not trying to be, but you can't keep styling it with heat and have it be healthy if it's already as brittle as you say it is. Figure out a way to wear it natural. It's going to be your best bet if you want to get it back into semi-good condition (at least until it's long enough to cut off).

Are you using any protein based treatments?
Hair breakage is usually due to lack of protein, and hair that's been bleached or chemically treated needs a protein treatment at least once a week.
I've had to fix my friends bleached hair before and without constant protein treatments you won't get far....
I recommend looking into APHogee's 2-Step protein treatment;

I would use that for at least a month, and then switch to a regular protein-moisture balanced hair treatment.

My stylist recommended anti-snap by Redken. It works great! Also, Pureology products are supposed to be really good. I use Revlon salon coconut 10 in 1 spray that really makes my hair feel strong. I have fairly over processed hair and those products have really helped my hair feel healthy.

I will definitely look into the protein treatments! right now I'm just using the morrocan oil mask mixed with coconut oil, but it weights my hair down a lot! I will definitely get it cut when there's a bit more length, and stay away from the bleach.

I like Redkens extreme length primer, you use it after shampooing and rinse it out after 5 minutes. I also like redkens spray all soft treatment. Both products have protien. I also like Joicos k pak reconstructing treatment and the intense hydrator treatment too.
Have you considered heatless curls? At least while you are working on getting it a bit more manageable. I understand why you want to keep using heat. My hair looks amazing after blow drying. Maybe you could just air dry it mostly then use a blow dryer on low heat to finish it so your hair still looks nice to you. I think a curler may be more damaging than the blow dryer since you are putting heat directly on it and holding it there a bit.

I second kitty with the protein treatment. I use the aphogee one and it smells really bad but it does help bring your hair back to "life."

It'll take a few months for your hair to start to feel "normal" again so to speak. Don't use a brush anymore, use a wide tooth comb instead and start from the bottom of your hair and work your way upwards :)
