Yes try visine for sure! You could also try seeping green tea bags, letting them cool slightly and then applying them on her eyes to soothe them. And perhaps some rest. Besides that it's hard to help without knowing the cause, it could be lack of sleep, allergies, crying etc.so if she knows what caused them she could find the most effective route in getting rid of them!

She has pooped a vain in her eye, nothing to worry about. It is something that can happen but it is not dangerous! Just like when you get a bruise in your arm or leg: a vain breaks but your body will recover from it pretty fast ;)
