Awesome top/base coat?

Hi guys, so I love nail art, but about 24 hours after I paint them, they start to peel completely off in sheets. Does anyone know of any great white "base" coats or clear top coats that don't chip? Preferably on the cheap side?

Seche Vite. Try to put layers thin, so many layers base coat, nail polish, top coat, tends to make a thick layer; therefore, making it come out in pieces.
