Simple winged liner and a set of faux lashes, if she doesn't want to wear too much yet still have them stand out. Are any of her accessories colored, because if she wants more then you could use that color as a shadow or even a liner. Faux lashes are going to do wonders for her eyes no matter which route you take. If she wants bigger eyes, make sure not to line her bottom waterline, though you can line just below her lash line. Or... Dramatic is always a good smokey eye, which I can't pull off lol.

If your sister is not fammiliar with winged liner just like I don't,rock up the waterline with eyeliner! and for that dress,maybe an orange/brownish gold eyeshadow can be used :) Ask your sister to have fun~~

Well it is her prom though, so I would definitely do a full face, foundation and everything. I agree with Ashley on the smokey eyes, do them big and glamorous. Also compliment it with nude lips and I would try to get a golden shimmer to her skin to make her look radiant.

I'd go for a foiled rose gold eye, similar to this. Keep it simple and let her natural beauty show through!
