On Monday I have a "dress down day" at school we usually wear uniforms and the dress down policy is really strict: no open toed shoes, no shorts above the knee cap, no muscle tanks, basically no showing off too much skin. It's around 20c or 60F and I need ideas!! (I'm in grade 9 btw)

Maybe just jeans with a cute top. And if it's warm you can cuff the jeans. Then add some slip on shoes.
