The high waist is what makes this look not very 20s. The twenties were characterized by a dropped waist and a shorter length dress than the previous eras. In a pinch, you can take a sleeveless floor length dress and belt it low on your hips, then pull the dress up to cover the belt and reveal your ankles.

A nice pearl (or fake pearl) long necklace (you could knot it) will complete the look along with a pair of low-heeled shoes and a headband across your forehead. You can do so much with hair, you can even fake a bob by rolling it around the headband!

Makeup should focus on making skin look paler, with dark smokey eyes and dark red small lips (by "small" I mean narrow, rounded, with a deep cupid's bow).

If you're cold, you can wear a cloche-like hat and a long coat :)
