I usually use debenhams if I want high end makeup like MAC, Urban Decay, Benefit ect. Or Superdrug for cheaper makeup :) I guess it depends what makeup you are specifically looking for.

Superdrug do a lot of good makeup brands, I buy mua products there and they're really good and dirt cheap:)

Definitely Boots and Superdrug. I love House of Fraser too, if you have one of those. Debenhams and Selfridges is good too, they sell tons of high-end stuff. There's also the UK websites for American brands, like NYX UK. There's also MAC UK as well and www.thebeautystore.co.uk and www.cocktailcosmetics.co.uk, both of which I use and can recommend

We don't have Sephora in the UK, it got shut down about 10 years ago (sob!), but the US one does ship to the UK, just with extortionate shipping prices :(
