Soft scrub. Let it sit for awhile. Can't promise it will pull it all out but honestly does a pretty darn good job.

Ah the same thing happened to me in my old rented apartment bathroom, I tried everything and ended up with a huge bill for it lol people have said acetone but nothing worked for me amd mine was from manic panic too.

What about diluted bleach? it shouldn't effect the counter but should remove the stains.

More hairdye it sounds stupid but just but some more hairdye and wipe it off with a damp cloth the wet hairdye lifts the old hair dye:)

I don't believe that method refers to counter tops. It would put a red tint over the counter rather than cleaning the stains up. It does work for dye on skin though!

Try vinegar first. If it's not super old, hairspray can work. It's weird but it got hair dye out of my counter in my old place. You just spray it, let it dry, wipe it and spray again. But if it's a tough stain, or a particularly tough surface bleach is the best option.
