They look like razor bumps to me! If it is, you might want to try shaving less often or using another kind of shaving cream or maybe waxing. I use conditioner instead of shaving cream because for some reason it doesn't leave any razor bumps like regular shaving cream does.

@reagan I just recently got them around last summer... All through out summer and here still in winter... I did have hands foot and mouth.. Could it be scars?

This happened to me too about three weeks ago! I had no idea how it got there but I looked up a way to try to get rid of them and what worked for me is getting a washcloth and wetting it and just wash your legs like that. Lotion will make those things burn though, just letting you know.

@melody when I apply lotion is doesn't burn at all.. They don't bother me. Just don't feel so great about my self anymore
