I bought a cover girl shadow pencil thinking that it was eyeliner and I already opened it. I tried it as a liner but it smudges to easily. Any suggestions?

Well, it is smudging easily because it is not meant to be an eyeliner. Just use it as an eyeshadow :)

If you have the receipt, you can probably return it. Some drugstores (Target being one of them for sure!) have awesome return policies.
Otherwise, I agree with the other suggestions. :)
If you're really in a pinch you could do a very smoked out eyeliner and set it with a black eyeshadow! Potentially could work although I'm having trouble typing what I'm thinking

Most places will let you return the item! I know Ulta has a policy that as long as it's no more than 25% used they will take it back.
