Discoloration around red spots?

On my arms there are a couple of bumps that are red with slight whiteness around them. I know it could mean nothing but having a few extra opinions would help me greatly. Look closely as it doesn't show up as well as it is in person. Thank you.

Yea, I don't really see anything but, it could be dry skin bumps, exfoliate them and moisturize and they'll be gone.
