What hair color is on your hair now? Is it box color or professional? It all depends on your hairs porosity, the color you have now, & how well your hair will actually lift. Can you post any pictures of exactly what your looking to do?
I think you'd be able to get it done just be really careful. I never suggest doing it at home, and I understand a lot of people will probably disagree because they got good results but I've also seen several awful results from at home jobs. I suggest taking the photo into a salon or even a school (I go to a school and we do good work so just look for schools with good reviews in your area). They will more than likely pretreat your hair, lighten it as light as they can, use a post treatment, and then tone you to get the result your looking for. You can also ask the salon or school to do teasy lights. I had those done by a girl at school and the result was a really natural looking ombre, no harsh lines or anything. Good Luck!

You'd have to do some bleaching and that can really damage your hair. Go see a professional for the best results and right techniques
