What's the best glue for nail rhinestones?

Every time I buy a nail glue it dries out quickly, doesn't keep anything on and I end up using super glue! Lol. What's a good nail glue that I can use for the little gems?

Do you use a top coat over the gem? I find that if I use nail glue then a top coat they last a lot longer.
